Earlier reports suggested a leaked draft reflected Russian demands rather than the Trump administration’s position. State Department deputy spokesman Tommy Pigott called those allegations “blatantly false,” confirming the U.S. authored the plan with contributions from both parties.

While the White House has not officially released the proposal, draft versions indicate that the U.S. might recognize Crimea, Luhansk, and Donetsk as de facto Russian territories, freeze current battle lines in Kherson and Zaporizhzhia, and cap Ukraine’s military size. The plan also rules out Ukrainian entry into NATO and seeks commitments from NATO and Russia on expansion and invasions.

The proposal has raised concerns in Kyiv. President Volodymyr Zelenskyy emphasized he will not cede territory and warned of tough choices between accepting the 28 points or facing a harsh winter and ongoing dangers.

International supporters of Ukraine—including the EU, France, Germany, Poland, and the UK—have called for revisions, saying the plan is a starting point requiring further work.

Rubio described the current proposal as a “strong framework for ongoing negotiations,” while Trump noted it does not represent his final offer.
